USCIS announced today that the H-1B Cap Lottery registration will be open on March 9th at 12pm EST  and will run through 12pm EST on March 25th. During this period, prospective petitioners and their attorneys will be able to submit their registrations for sponsored beneficiaries.

Employers or their representatives are required to register each beneficiary electronically for the lottery and pay the $10 registration fee for each individual submitted in the registration.

USCIS intends to announce selections by March 31st. Individuals who are selected would then be eligible to file H-1B cap petitions with USCIS.
