Similar visa types are specifically allocated for individuals from Australia (E-3) as well as Singapore and Chile (H-1B1).  While there are numerical limits on the availability of each visa category, the numerical limits have never been met and thus the E-3 and H-1B1 visas are available year round.

Sponsored foreign nationals can file for E-3 and H-1B1 status directly at a US consulate or Embassy in their countries of residence.
